We begin our journey into the perplexing and often confounding study of public policy with these questions:

  2. What is the scope of public policy?

  3. What are the general approaches to public policy and which is adopted here?

  4. How shall we clearly define our terms?

  5. How has public policy emerged as a field of study?

  6. Methods of study: The Public Policy Cycle and its antecedents.

These preliminary topics help to frame our treatment of public policy here. The stage will then be set for the main thrust of the book, the examination of each stage of the public policy cycle.
